FLAC 113 locale bug fix question

If I use -8 and encode and then use -8 -A "tukey(0,5)" to encode and come up with the same file size is it safe to assume that I am not affected by the locale bug?

How do I know what my locale uses for a decimal point?  I am in the USA.

How do I know if the bug affects me?

yes

How do I know what my locale uses for a decimal point?  I am in the USA.

depends on your OS.  on unix you can just run 'locale' in a shell.  but it's pretty safe to say that unless you went out of your way to change it, your system is using '.' for the decimal point.
