Is there such a component that will just display the best guess for missing album art without downloading the album art?

In my knowledge, no/yes.
(No, I don't think I ever seen one, and yes, it does't exist).

If an image is displayed from the internet, then it would have to be downloaded onto your computer.

Whether or not it saves the file to any particular or permanent location is another matter.

uhhh thatd be fine. i dont mind that, as long as it doesnt save into my music folder.
