No, "Fill up missing offset samples with silence" is only relevant when you use offset corection. And you should definitelly leave it checked. And btw, what is does is perfectly explained in the EAC pop-up tooltip.

Removes null samples from the beginnings and ends of the extracted tracks.

Tick it if
-you're using positive read offset correction and drive isn't capable to overread into lead out
-you're using negative read offset correction and drive isn't capable to overread into lead in.
Otherwise, no effect (with overreading option enabled). I have it always unchecked.
I know that I know nothing. But how can I then know that ?

There are CDs with tracks crossfaded within each other, and with the crossfade part flagged as a "gap".
If you detect and leave out gaps in such a CD, your playback will be all screwed up. All the crossfade parts will be missing.
If you don't detect gaps, you can't run into this problem, since you can't leave them out.

I must admit to being more confused about the issue now then before  I'm beginning to wish EAC just automagicaly set itself up and ripped with one click

Why ? Gaps aren't that important at all. Forget the detection, saves time, enables accuraterip and automatically appends gaps to the previous track. And you get all audio that's on the CD.
The reason why I uncheck "fill up missing offset samples" is
- because of my offset/overrreading combination there are never missing offset samples that may be filled with silence
- if there suddenly were some I would get an error and notice it
paranoid, huh ?
But why would someone want to uncheck that option otherwise ?
I know that I know nothing. But how can I then know that ?

Oh, of course, if you choose to leave out gaps. But that has nothing to do with the detection itself, rather what you chose to do with the gaps.  And as I said, the "leave out gaps" option should not be used.

No, that just explains why it makes no sense to uncheck it, since it does nothing in your case. That's one of those bloated EAC options that shouldn't even be there, because they should be always on.

I'm not quite sure about that since I don't have an appropriate drive to test it. But from what I've read at HA there should be an extraction error (sync, read error ?) at the CD's end in case that (example, my plextor drive without overreading capability)
-drive has negative read offset -12 and extracted with read offset correction +12 (so no offset shift)
-drive isn't capable to overrread into the lead out
-option "overrread into the lead out" checked
-option "fill up missing offset samples" unchecked
The error shouldn't appear if "fill up missing offset samples" is checked ?
So if my drive suddenly stopped overreading I'd notice that.
Also, the file should be a bit shorter then and its lenght should consist of a non-integer number of CD sectors. I should also notice that then.
I know that I know nothing. But how can I then know that ?

Erm, yes, in THAT case you do get an error, but that's because your drive is not set up properly. And you get it no matter if "Fll up missing offset samples" is checked or not.

You need a new EAC version and download accurip dll and accurip database from the accurip site. Follow the instructions given there. Then insert some CDs, a window should pop up if the CD can be used to configure accurip. You need 3 such CDs to properly configure accurip.
