Converting AAC-LC to HE-AAC? Please help.

Hi all,
I use a 3GP file having H.264 video and AAC-LC audio created by QuickTime Pro. For my project i need a 3GP file having H.264 video and AAC-HE audio. Can anybody please help me out on how to convert to AAC-HE? Is their any software for converting this?

Thanks and Regards,
Kiran.

Why not just use Virtual Dub to extract audio, decode it and encode it with some AAC encoder?

because VirtualDub cannot extract AAC audio stream from 3gp or mp4 files. However, you can try with Avidemux. It supports those kind of formats.

There is also an other way with command lines tools like FFmpeg or MP4box by extracting each streams.
