Well, I don't think it's the same thing if you mean that it uses SBR like in mp3pro or HE-AAC. I think it has two modes, regarding used bitrate : 48 kbps and 64 kbps. Sony claims that Atrac3+ at 64 kbps has the same quality as MP3 at 128 kbps, but I really don't know if this is true (but I doubt it anyway, at least comparing with a good mp3 encoder). You can also find some threads in HA about the quality of Atrac3 and Atrac3plus.

Check the other ATRAC3+ thread.

Actually this thread is a bit outdated now. Sony has released a new Minidisc series called HI-MD. HI-MD utilzes older ATRAC3 and ATRAC3+ versions, plus it can records in the ATRAC3+ codec at 256 kbps. The Sonic Stage software that does the encoding is upgraded from 1.55 to version 2.0.  This will be for sale in USA from April.

I would expect that new high bit rate release of ATRAC3+ will also appear on upcoming models of Sony's flash/memory stick based "Network" Walkman series (eg NW-MS70D or NW-MS90D). and the CD/MP3/ATRAC3+ walkmans series.
