Masstagger: Using IDv2 only when ID3v1 isn't enuff

Currently foobar has the following options for tagging mp3:

APEv2 only, APEv2 and ID3v1, ID3v1 only, ID3v2, ID3v1 and 2.

Would it be possible for the masstagger to add ID3v1 only or ID3v1 & APEv2 once the ID3v1 tag can hold the entire field, and if not, then resort to an ID3v2? This way the complete field can be read in other players as well, but if the ID3v2 field length isn't necessary it won't be written. And also, will foobar be the only player to ever read an APEv2 tag from an MP3?

Just a suggestion for whoever maintains that component.
