All Multichannel Audio Output Stuck at 48K Sampling Rate - Please Help!

This is my first post on this forum, please forgive me if it is not in the right subforum.

I was recently gifted a Rotel RSP-1572 pre/pro. I am running Foobar on my computer with lots of multichannel PCM and DSD audio and going HDMI out of the PC and in to the Rotel. However, any content I play from foobar seems to get reduced to a 48K sampling rate, no matter what the original sampling rate is. When I connect my Sony bluray player, I get full DTS MA 96/24 input to the receiver. But anything I play through Foobar comes through at 48K. Also, when I uses JRiver, that outputs at 96K..... But not Foobar....I have checked the output settings and cannot seem to figure out what is happening. Can anyone please help? Thank you!
