I built a new PC a few days ago and it is working well except ripping CDs. The rips have a lot of static which makes them virtually useless
Things I have tried
1)Ripping with 3 different programs FREAC and Asunder and Sound Juicer
2) Ripping FLAC and MP3 same album
3) trying different discs
4)Changing out the new Plextor DVD CD Burner with a LG burner I know works
5) Looking to see if there is some internal problem inside the case - the sata cable may have been pinched but I straightened it out
Interestingly if I play the actual disc on VLC there is no problem no static. Also I tried full CDParanoia mode and with that off.

I think it is somekind of interference in the PC between components but I do not know how to troubleshoot it

I also built a PC and put Mint on it, but I've not gone over to ripping in Linux yet, simply because I would miss EAC.

I ripped to WAV but it still has static. Not seeing a AIFF encoder on the music rippers I have. I am going to go over the wiring connections in the PC a bit more carefully and see iff anything is wrong there
fre:ac v1.1.5 added support for AccurateRip; I don't know how it presents it to the user but I assume your rips weren't accurate?
If you perform two rips to FLAC do the tracks have different MD5's? This may also show up in the log as different CRC's.
I don't think it's the issue, but EAC has an "endian" setting:
Main Menu > EAC > Drive Options... > Drive > "Big Endian" byte order

Brand new cable but I will try that
No go with the new cable. I might try a newer kernel but at this point I am grasping at straws
would the power cable be a factor. It is a brand new Seasonic power supply with new cables?

To me, that would be the first thing to confirm: is your DVD-ROM drive actually installed in your system? Hopefully, someone with more knowledge of Mint/Ubuntu will comment.

Yes it will play files from the optical disc fine and I did try another sata port

Solution seemed to be to use K3B which I didn't think of as I use that for video mainly. Unfortunately it didn't work. I am giving in for now will try a few things later. Thanks for all the help everyone has offfered!

Last effort for tonight. I tried with a different power connector in a different port on the power supply no luck. I think I have eliminated just about every possibility except there are USB slots directly above the CD burner 2 of which are not connected to the header because I don't have enough USB 3.1 headers(just one). I am waiting for a connector from NewEgg (ordered a week ago)that will allow me to connect those USB slots to a USB 2.0 header. Other possibility is I have to shell out a little for a new burner. Just seems odd that I tried the burner form the old PC which worked fine and it had the same issues as the new one

Therefore, something in the above must be incorrect... and I propose what's incorrect is the description of "static" as white noise. Some samples should reveal a great deal.

I thought of posting a brief segment of a song to show what I mean but I don't feel comfortable doing that with copyrighted music. It is static or white noise that overlays the actual music. It is present both over my monitor speakers and also my stereo speakers connected to my LMS Touch Squeezebox(Energy Audio). Well, in my opinion there's nothing wrong with your hardware and you're chasing shadows. If all your hardware pathways work with one set of software (which you said they do) and not with another then there's something wrong with the software (or how it's configured) and not the hardware.
MAYBE an unterminated analogue input is being mixed into the output or the rip. You might test for that by applying a signal to the analogue inputs and see if it breaks through. I don't see any likelihood that digitally-generated noise is being mixed in unless it's deliberate. A big/little-endian mix-up would sound gross.
But this is Linux. Mint is pretty good generally, but (especially when it comes to hardware) I find some software works and some doesn't. The pragmatic approach is to test alternatives and settle on what works. I think you're more likely to get help if you post on the Mint forum.

I'd say that if you included a 15-second clip of your problematic output, that would be considered fair use. I'd love to listen to a sample of your problem.
You can swap byte order in file(s) to check for endiannes problem.
This can be done with sox.
First convert to raw signed 16 bit
sox yourfile.flac newfile.s16
and then
sox -r 44100 -c 2 -x newfile.s16 newnewfile.wav
