Do you have such a file? You'd probably have to find software to decompress it and convert it to another format.
I've never heard of it... I had to Google... Wikipedia says:

I may be wrong, but since you mentioned encoding only a single WAV file, I take it you want to have a general idea about CODEC efficiency.

XMPlay + its LPAC plugin
foobar2000 0.8 + its LPAC plugin
this software is more than 10 years though.
