when the vorbis comment tag is imported (at least) from a file.  See the

Exposé-Exposure.flac_cmdline.txt

file for the call to flac.exe.  The .cue that is imported (as a comment) is like this:

"--tag-from-file=CUESHEET=G:\music_flac_cds\expose\Exposé-Exposure.cue"

I have not looked at flac.exe source for why this happens.  The build I am using is from the source package dated 19 Jan 2017.
