I am using lame in a streaming, RTP, application. I have seen reference to an input PCM frame size of 1152 samples.
Q1: is this regardless of the sample frequency of 44100 or 48000?
Q2: is this very strict? That is, are there any issues if I use different input PCM frame sizes, for example, 882 samples for a frame period of 20 milliseconds @ 44100? or larger, say 2880 for 60 milliseconds @ 48000?

mp3 is always 1152 samples, even at lower sampling rates.
There's no such thing like a PCM frame size. A mp3 encoder just takes sequences of 1152 wave samples for the mp3 frames.
