Title: AAC bitrate for mono source

I have a source video (a cartoon), which contains an AC-3 1.0 (mono) @ 192 kbit audio track (plus MPEG-2 NTSC video).

I am trying to create smaller files in Handbrake, and my options are either:

passthrough (so 192kbit AC-3)
AAC (FDK)
AAC (avcodec)
HE-AAC (FDK)
or
MP3 (lame)

Can anyone suggest the most efficient of these encoders (I believe it is probably FDK, but I'm not sure if HE-AAC or AAC is better)? I am assuming a bitrate of <100kbit would deliver excellent results, but at what figure should I be looking at?

I'd probably do 48k aac he.
