Using speech codecs to store Hi-Fi, stereo music like on CDs

What I remember last days is:

So, that's what I said. Using speech codecs to store high-fidelity, stereo sound! Challenge is to write a tool to do that.
Maybe not the best idea but will be better than MP3 at the same bitrate.
