What is 'wavecache.db'?

And why is it so big? Is it safe to delete it?

Probably waveform seekbar's waveform image cache. Should be safe to delete, only all waveforms will have to be recreated, which is no big deal.

So, is it a kind of Windows' "prefetch" files?

No idea what those are, but it's something like windows thumbnail cache files I guess. Grows bigger with time/use.

It's not actually "images", but a list of samples forming the waveforms, both as peak value and RMS. Yes, deleting it will make your waveforms go away and then they'll be regenerated when you play those files again. Thus, it can get just as big again, depending on how many different tracks you listen to.
