Edit cuesheet doesn't support utf-8 without bom encoded files

UTF-8 with BOM (byte order mark) isn't in much use over the Internet right now.
However, fb2k still requires utf-8-with-bom on utf-8 files to detect the encoding properly.
I wonder if this can be fixed and encoding detection algorithm changed.

Bump. This is still an issue, I can't load a cuesheet with Japanese text (not a Shift-JIS related issue) unless it's coded from Notepad++ in precisely UTF-8 BOM, nothing else works. BOM is supposed to indicate endianness, which doesn't matter nowadays. Please fix this.
