The problem persists in x86-64 and x86-64-v2. Also, since the header part of the decoded file is different from the wav format, players cannot play it.

the header is different because it defaults to w64 when decoding (try '-f wav' or '--format=wav')

i also tested that file and it works fine on my end, but it might be some windows i/o thing i'm doing wrong
