ID3v2: converting 2.3 to 2.4

Is there a plugin or other tools that can convert 2.3 to 2.4?

1. The main concern is TYER + TDAT.  I used ID3-TagIt which created these 2 frames to set release date.  2.4 replaced them with the new TDOR frame.  Will the conversion handle it?

2. In preference, does "ID3v2 Writer Compatibility Mode" mean 2.3?  If I wants to use 2.4, do I have to turn this off?

3. What popular software have problem with 2.4?  What about Windows Media Player 10?
