UCRT could be removed from foobar2000 distribution

Now you can't remove runtime subdirectory even when you have UCRT in your system because foobar2000's manifest specifies that subdirectory it as a dependency. That's not great. UCRT is a part of Windows for many years, and it was distributed as an update for older versions of the OS. I think that reference to UCRT from runtime subdirectory should be removed from the manifest so the UCRT files could be completely removed eventually.

Total size of whole content of "runtime" folder is less than 2MB. Does it worth to worry about it?
