Good day.
What is the optimal bitrate to choose the correct encoding and playing format AAC-HE v2 [eAAC +], what is the maximum possible bit rate for this format.

AAC-HE V2 seems to work best for very low bitrates, usually less then 64kbps IIRC.  For higher bitrates, normal HE or LC AAC often performs better.  There have been listening tests done on these forums before testing it, you may be interested in reading those results.

Is there a low-bitrate codec listening test planned for the near future?  Like ~24-48kbps?
