I have a wave file at 44100.  Is it possible to convert this to 32000 using the commandline speexenc.exe?  If yes, how can this be done.  If it is not possible, what other program can I use to resample the wav file to 32000?

I havn't tried it with a commandline, but if you download 'Speexdrop' from the RareWares mirror (http://homepage.ntlworld.com/jfe1205/others.html) you can adjust the sample rate easily in the encoding options.
