It turns out Zophar put the component at htxps://www.zophar.net/utilities/snsf/snsf9x.html and someone named Dogen pointed out that hxtp://foobar2000.xrea.jp/up/index.php?page=all has an updated version snsf9x 0.04.14.
I can't seem to find them back on Foobar2000's own website.
