eac3to doesn't know about IFO index files, so it could only treat the whole album as a single track.
It does know about chapters/tracks/whatever-you-call-those-seek-points, but it can't split the file for you. If you feed it the entire disc as input instead of individual files, it should be able to output the chapter list as well:

eac3to path\to\ripped\DVD

Or, if the disc is not encrypted:

eac3to D:

From there, you'll have to choose the correct playlist and track. Unfortunately, I am away from my computer; otherwise, I'd try it out myself and give a more complete example.
