oggenc2 tries to use utf-8 for non-ascii paths

This, of course, doen't work too well on Windows:
Code: [Select]
E:\Antonín Dvorák\Slavonic Dances, Op. 72> oggenc2 pho1053d1_01_Dvorak_-_Slavonic_Dances_Op_72_-_.flac -o "D:\flac\tmp0\Antonín Dvorák\Slavonic Dances, Op. 72\pho1053d1_01_Dvorak_-_Slavonic_Dances_Op_72_-_.fla
c"
Opening with flac module: FLAC file reader
ERROR: Cannot open output file "D:\flac\tmp0\AntonA-n DvorA¡k\Slavonic Dances, Op. 72\pho1053d1_01_Dvorak_-_Slavonic_Dan
ces_Op_72_-_.flac": Bad file descriptor

E:\Antonín Dvorák\Slavonic Dances, Op. 72> oggenc2 pho1053d1_01_Dvorak_-_Slavonic_Dances_Op_72_-_.flac -o "D:\flac\tmp0\Antonín Dvorák\Slavonic Dances, Op. 72\pho1053d1_01_Dvorak_-_Slavonic_Dances_Op_72_-_.fla
c"
Opening with flac module: FLAC file reader
Couldn't create directory "D:\flac\tmp0\AntonA-n DvorA¡k": File exists
ERROR: Could not create required subdirectories for output filename "D:\flac\tmp0\AntonA-n DvorA¡k\Slavonic Dances, Op.
72\pho1053d1_01_Dvorak_-_Slavonic_Dances_Op_72_-_.flac"

D:\flac\tmp0\Antonín Dvorák\Slavonic Dances, Op. 72\
This is not a problem if only the filename has non-ascii chars.
