What is the contribution of a single aac frame in seconds in which the aac decoder is used for decode stereo and mono streams

Depends on the sampling rate. Each frame corresponds to 1024 samples.

Or 2048 samples if SBR is used.

Or 960 samples in rare the case that the frameLengthFlag is set to 1. And then if that is combined with SBR then you can get 1920.
