New AACenc version

Ivan just released a new AACenc version.

It outputs MPEG4 AAC LC instead of MPEG2 AAC LC, for better compatibility with Envivio player. (A very stupid bug, indeed, it can't recognize MPEG2 AAC LC)

It's the only difference to normal AACenc 2.15

It's already available at my page.
