Replay Gain scan per file vs single album

Hello....a question about replay gain which I use on all of my music files...When I scan a group of mp3s as an album the replay gain settings seem to always be the same as if I scan them as "per file".  Shouldn't the track peak/adjustment be different in these 2 scenarios?...For example, I have one track that is quite a bit softer than the other songs on an album but scanning per file track gain vs. scan as single album does nothing to correct this and the volume doesn't seem consistent no matter which way I do it...

Tracks on the album have a track peak that is half of other songs and well under the album peak but in spite of this are down adjusted...doesn't seem to make sense but I'm probably just not understanding the basics...can someone clarify/explain? Thanks!

if you scan by album additional RG tag is written in your files based on the group of files you have chosen for album, so track RG values will be same in any case

you can then:
- use appropriate RG settings in preferences > playback
- or in converter
- or apply particular RG (album or track) to files

Shouldn't a track with 0.38 track peak with the album peak being 1.33 be significantly raised though? Replay gain turns this track down instead.  Seems like scanning per file or album scanning should both turn this track up since it sounds quite a bit softer than the other tracks...

If you apply track gain it will be quieter comparing to album gain in your example: if those values you posted were gain and not peak
