Whatever's on LAME's front page is safe. Right now it says v3.99.
I recommend Foobar2000 for converting FLAC to mp3. Another app i've seen recommended a lot is dBPoweramp.
Both will copy the tags to the new files properly.

At some point it was accepted here to trust the LAME developers that they know what they're doing. So unless someone finds that the latest version is seriously flawed, HA generally recommends the latest version.
I don't think there were recent public listening tests with different LAME versions. It's easy to find single (killer) samples that show slight regression, but the overall quality is thought to improve with every version. So you'll need a public listening test with a lot of participants and a wide choice of samples to prove that an old version is specifically better than the latest one. I think in most cases they would come out tied.

Unless you find something that's important to you in the changelog, I'd stick with stable. One reason is that beta versions stop working some 30 days-ish from their release. That always when I'm in the middle of no internet connection -.- Another reason is that although Peter (foobar's developer) is very digilent, beta versions show regressions from time to time, those are usually sorted out in the stables.

I'd use foobar. You can still decide whether to use ReplayGain tags (only used by players that support RG) or apply the changes to the files, like mp3gain does.
Most tested: v3.90, 3.98, 3.97
3.90 .. 3.97 default to a slower vbr. The new vbr code was considered similar or slight behind quality wise in v3.90. It is activated by --alt-preset fast extreme. Even so it is half the speed of today. Around v3.97 the new vbr code was considered the same or better than the default old vbr. This version was faster for all modes . From v3.98 most tuning effort goes to the new fast vbr with even greater speed than before. CBR / ABR was last tested on v3.97 and did ok. Most tuning for cbr / abr was up to v3.93 then things are more vbr centric from v3.94 ~ present with v3.97 as a good all rounder.
CBR: 3.90.3, 3.91, 3.92, 3.93.1 or 3.88 / GOGO, 3.97
VBR (older method --alt-preset ): 3.90.3, 3.91, 3.92, 3.93.1
VBR (new faster -Vx) : 3.98 , 3.99, 3.97 with --vbr-new

Just pick the stable version. It doesn't really matter. It would still be LAME that will do the encoding.

You absolutely must use LAME version 3.90.3 with --r3mix, because that's the only true combination of all times.
Sorry, I had to write something like that... Seems to me that vishal8 is looking for an answer as dramatic as the line above... Well the times have changed, there isn't any sense anymore in looking for tweaked magic switches that would bring the most out of LAME, because the LAME developers have put a lot of work in default switches so that they are enough - or rather - they already include all the possible tweaks you want.
vishal8, unfortunatelly (or fortunately for others - me included), LAME has evolved so much, that you only need -V 0 switch if you want best VBR or -b 320 if you want best CBR. No other settings are needed and for the version... Any version will do. Preferably the latest one!
I hope you'll find what you're looking for, vishal8 and not lose your nerves on your quest for perfect mp3 files.
