Recommended one for quality, would have to be the latest reference encoder from DD that is included in latest SoundForge (and probably others, but I only use that one).
None of that is free though, and you can't have the encoder by itself. If you looking for free, stand alone, and fairly fast, wisodev got you covered.

No, I think AC3F is not good.
In my opinion, the best AC-3 encoder is the one that comes bundled with Sonic Scenarist (AC-3 Encoder). Another one is Sonic Foundry's Softencode. There could be also more but I've use these ones.

Aften AC3 encoder is freeware and it has an extremely good quality (probably comparable to commercial ones, as stated in many forums):

Please note that WAV to AC3 Encoder uses latest Aften library to create AC3 files.

Personally, if money was not an issue and all I wanted was a good AC-3 encoder, I would probably go for Dolby Media Encoder SE (http://www.dolby.com/professional/products/pro-audio/mastering-dvd-hd/dolby-media-encoder-se.html) for MSRP:$595. It also encodes E-AC-3 and TrueHD, which is a plus.
However, since money is an issue, I use Aften. But I suppose I am somewhat biased since I'm the creator and lead developer.
If you're encoding for DVD-video you've gotta go with AC3.

Sometimes replying to an old thread is not totally useless.
As of today, wav to ac3 encoding via besweet still produces a much lower volume ac3 file, while wavtoac3encoder works well.
