Are they're any programs for Mac OS or even Linux similar to Mr. Questionman/Encspot?

I need to find out what lame preset some older mp3s were encoded with.

well, this is a late reply but hopefully still appreciated

rarewares/debian has these fine softwares for your pleasure:
* mp3guessenc
* encspot!

both are CLI, btw - source is available and perhaps you'll be able to compile for macosx (depending on your arch)

If nothing is suitable I have code that parses the Xing/LAME headers and could be persuaded to throw together something in Cocoa
