Alternative Shuffle mode plugin?

I had an idea for a plugin that gives a customized shuffle mode with a few parameters, and i was wondering how hard it would be to implement as a plugin, or if it would be possible in the first place.

No algorithm based shuffling, no most played or liked songs
Every time a song gets skipped, shuffle again.
Songs that get skipped get removed from the queue until next session
a radio station function that works based on Artist. compiles a list of all artists featured in the playlist, and throws in everything it has on those artists

let me know if this is a terrible idea, or even possible.
