Adding encoder delay info to AAC files

I have an album downloaded from: http://toonamiarsenal.com/features/blackholemegamix/ which has gaps in the resulting AAC files.

The files were encoded before iTunes 7. In foobar2000, there are audible gaps present. When converted to wav and being opened up in Audacity, I see the gaps as only being present in the beginning of the file.

Any way to add delay info to the file?
