Updated foobar2000 development documentation

I started rewriting foobar2000 SDK documentation, this time using HA wiki instead of offline HTML files.

Feedback and constructive edits welcome.
I'll probably end splitting the main article into many smaller ones. Right now this is just the initial version, mostly based on old readme, with essential modern-era updates added.

I recall Yirkha a while back doing a FB2K component tutorial, on how FB2K services work, etc....Maybe I can find it again.

EDIT: Holy hell, it still exists.
