Where can i get VC8 runtime libraries

I've been looking for VC8 SP1 runtime libraries  for the longest time, but i can't find it. can someone please give me a link or something. And is there a way to rip songs from a cd with foobar?

Go to File, Open Audio CD, Rip, and follow the next two dialogs.
