Problems with national symbols in tags

Ok, here we go...
Well, the thing is that the tags, uploaded from freedb, for example, have all the national symbols (european languages) (umlauts, e.g.) replaced with cyrillic symbols in tags, and, correspondingly in the filenames (if I name files after tags via Tag&Rename, for exmaple) - the same mess.

I have WinXP pro SP2.

Is there a way to save the galaxy?

If freedb doesn't store tags in unicode there is nothing you can do about it.  Is Tag & Rename a unicode based tool?

With Mp3tag or foo_freedb for foobar 0.8.3 you can convert characters from a certain codepage to unicode to circumvent this problem.

sorry, could tell how do I do it in foobar? If I already have the tags? (I am being sooo lazy!)
