WMA lossless & WMA lossy free EDITOR

Recommendation for a free or open source wma (lossless) editor to cut & paste and normalize, without re-encoding.

Namely when one cut & paste in a wma9 lossy file and save the result it does not re-encode the file, viz the aka MP3DirectCut for wma files types.
