foobar2000.exe /tag:comment=1;2;3;4

title says it

you can successfully split values: foobar2000.exe /tag:comment=1\2\3\4

or use comma: foobar2000.exe /tag:comment=1,2,3,4

but not semicolon

foobar2000.exe /tag:comment=1;2;3;4

cmd.exe documentation (emphasis added):

The following special characters require quotation marks: & < > [ ] { } ^ = ; ! ' + , ` ~ [white space]

comment=&<>[]{}^=!'+,`~

comment=1

foobar2000.exe /tag:comment=1";"2";"3";"4
comment=1

[edit] it's probably hardcoded as tag command delimiter and can't be used inside tag value
