Difference ADTS and LATM/LOAS

I already have knowledge of the basic differences between ADTS and LATM/LOAS.

I wonder how can I know if an audio file follows the standard MPEG-2 or MPEG-4, that is, if the file uses ADTS or LATM/LOAS????

I ask this question because I have an application that only work correctly com files in standard LATM/LOAS. What audio encoder generates this kind of files???

Isn't LATM/LOAS only used for transporting frames? When streaming music for example.
