global titleformat_hooks

Using the new format_title functions with the titleformat_hook parameter makes it really nice to add functions and variables.  I am wondering if there is anyway to add a titleformat_hook to some of global list that gets called for any unmatched variable or function?

For a quick example, I was thinking about installing some sort of function maybe called $http_clean() that would be usable from the title formatting in the playlist that would convert the %xx codes in http string to the corresponding character automatically rather than having to write out a big list of $replace(x,...) functions.
