possible replaygain flaw? (dont hate me if im wrong)

i was playing my cds thru winamp today and it occurred to me that when winamp is not able to access a cddb i names all of the tracks in the playlist TrackX.cda or CD TrackX.cda.  when i looked at what my replaygain plugin for winamp was doing it was applying X ammount of attenuation to the cd track when this was the first time ever playing the cd using the plugin.  is this a flaw in reaplaygain or am i just slow (very possible)?
