what is spatial sound?

I think may be it is time to ask this. ( Last time i asked what is PS 6 months ago ^^)

What is it? better at low bitrate or High bitrate.?

And any more improvement in low bitrate? ( Like 32 Kbps. )

I saw as the coming of H.264 in video which is finally bring some watchable video at low bitrate  ( ~400 ). So i was thinking apart from PS is there any more things coming to low bitrate? More tuning or some new tech?
