White Label GUIs

Apologies if this exists - I haven't been able to find it.

I wonder if anyone (cleverer than me) has produced a 'white label' GUI? By this, I mean a framework which has pre-set theme(s) but into which you can put your own components. So they would have the theme's own values (design, colours, etc) but not be totally pre-configured.

Just wondered...  :)
