Mp3 streams giving static

i have a couple streams that are in the mp3 format at 64 kbps, when i try to listen to them, i hear this hissing/static noise in the backround and i was just wondering if there is anyway to remove that or a burning application that is made for low qual streams..thanks

Nope, that is one of the problems of mp3 at low bitrate.

The only thing you could possibly try is a noise reduction plugin from a wav editor.
