Commandline compilers?

I haven't got Visual Studio, but I would like to make components to foobar, does the SDK work with Borlands freeware compiler or Microsofts  free commandline compiler?

If it works with Borland, how do I link the files to my c++ file while compiling?

And if MS free compiler works, how do I set it up? I have downloaded it, but couldn't make all config files and stuff, is there any tutorials out there on how to set it up?
