Testing Sampling Rate Converter

Hi All,
I am facing a critical issue in testing my sampling rate converter algorithm.I dont have PEAQ tool available with me..Actually i am using other sampling rate converters available in the market as reference but what what is the appropriate of testing with the reference.Can anyone please help me in sorting out this issue??
