Creating M3U playlists

Every time I create a playlist in foobar2000 it makes it an fpl, which means I can't use it with my Windows Phone. I can't seem to find a way to make non-fpl playlists, but I recall that I used to be able to. Am I looking in the wrong place or has the functionality been removed?

In the Save Playlist dialog, you should be able to select m3u.

There it is. Where you'd least expect it. Under File.
