newbie question - plz help

If I have an mp3 file and a wav file that was decoded from that mp3 file, does the wav file sounds better than the original mp3 file?
I know that mp3 is a lossy compression, but still, does a wav file always sound better than an mp3 file?

The .wav will sound exactly like the .mp3. 

Essentially mp3 players decode to wav for playback and that is what you hear.  And contrary to advice elsewhere on the web, you cannot "gain" quality by re-encoding to a higher bitrate.
