Dialog normalization and R128

When producing stereo ac3 for general broadcast, normal practice for me is to apply dialog normalization to ac3 output, ranging from -17 to -24 db depending on requirements.
How does this process relate to also producing R128 compliant audio? Can I just safely process my R128 compliant source to ac3 with dialog normalization?

EBU R128 compliant audio will sit at -23dB.

In the AC-3 encoding, set dialnorm to 23 (or -23 - depends on the UI - the actual stored values are always positive, and always mean negative!) and all will be fine.
