MP3 Noise Normalization

IIUC noise normalization as used in Vorbis just changes the quantization algorithm on the encoding side from one that favors minimizing total quantization noise to one that favors preserving narrowband energy.  If noise normalization is done purely on the encoding side, wouldn't it be theoretically possible to port this technique to MP3, specifically to LAME?
