Edcast Shoutcast - Static Bass

So I got edcast and a shoutcast server up and running, everything server side works well, however the audio output wasn't as I expected.

After I setup the server I tested it, and the song that was playing had static bass (same with all others). I'm using the mp3 encoder (3.98.4) and I've fiddled around with the audio settings within windows to no avail.

I've also noticed that when I'm streaming a song, the peak meter is always capping at the red range. Is there anyway to get that thing lowered to the -25~-5db range? The static usually happens at 0db+

I'll keep playing songs on this server so you can hear the problem first hand

Edit: oh looks like it was the equalizer settings messing with it. FIXED IT NOW
