lossy codec with the highest quality , who can tell ?

Try starting with Opus at 64 kbit/s. If you notice the difference in sound compared to the original, increase the bitrate to 80. Have a listen again. Tell us, if you notice the difference.

Above the threshold of "transparency", all codecs are equal, maximum quality. That is, for a given piece of audio, if you personally can't tell the difference, then whatever codec and settings you used is as good as lossless.

Therefore you will find our users' listening tests tend to evaluate the performance of codecs at bitrates right around or just below wherever that threshold tends to be. So for example:

You may be able to draw some conclusions from those tests, but there is no simple answer. Not every codec or every type of music is evaluated. Your music may not compress as well as the samples used in those tests, or it may compress better. You will have to do your own tests and see what you think.

Not all codecs/encoders archieve transparency at their maximum bitrate or do they?

Every lossy codec that I am aware of will achieve transparency for the vast majority of music at its highest bitrate.

There are a few encoders that don't achieve transparency with most music at their highest bitrates,
Examples:
- Built-in wma encoders in ffmpeg.
- VisualOn AAC
- Some really old experimenal/unfinished MP3 encoders.
